NEW MEXICO'S COMPREHENSIVE PLAN FOR ADULT AND JUVENILE CORRECTIONS, DEVELOPED UNDER AN LEAA GRANT, SPECIFIES IMMEDIATE AND LONGTERM ACTIONS FOR MEETING CORRECTIONAL NEEDS IN A SYSTEMATIC FASHION.
Abstract
THE PLAN IS THE PRODUCT OF A FIVE-PHASE PROCESS IN WHICH AN INVENTORY OF THE STATE'S EXISTING CORRECTIONS RESOURCES WAS DEVELOPED, NEEDS AND PROBLEMS WERE IDENTIFIED, AND OPTIONS FOR ADDRESSING THE NEEDS AND PROBLEMS WERE ANALYZED. THE PLAN FOR ADULT CORRECTIONS ENCOMPASSES THE FOLLOWING: PRECORRECTIONS (PREPROSECUTION DIVERSIONARY EFFORTS, SENTENCING REFORMS, SERVICES FOR MENTALLY ILL DEFENDANTS); INTAKE AND CLASSIFICATION; COMMUNITY CORRECTIONS; INMATE PROGRAMS; FACILITIES; AND ADMINISTRATION AND ORGANIZATION (PERSONNEL AND TRAINING, BUDGETING, PLANNING AND MANAGEMENT). RECOMMENDATIONS INCLUDE CONSTRUCTIONS OF A CENTRAL DIAGNOSTIC (INTAKE AND CLASSIFICATION) FACILITY, DEVELOPMENT OF COMMUNITY-BASED CORRECTIONAL FACILITIES AS ALTERNATIVES TO IMPRISONMENT, AND EXTENSIVE PROGRAMMING TO INCREASE OPPORTUNITIES FOR INMATES TO IMPROVE THEMSELVES AND TO PROVIDE RESTITUTION TO SOCIETY. THE PROPOSED PLANNING AND MANAGEMENT SYSTEM WOULD PROVIDE A MECHANISM FOR ONGOING EVALUATION OF CORRECTIONAL SYSTEM PERFORMANCE AND FOR PREDICTION OF FUTURE INMATE POPULATION LEVELS. THE PLAN FOR JUVENILE CORRECTIONS EXAMINES ALL COMPONENTS OF THE JUVENILE JUSTICE SYSTEM--LAW ENFORCEMENT AGENCIES, JUVENILE DETENTION AND PROBATION, JUVENILE COURTS, INDEPENDENT COMMUNITY-BASED PROGRAMS, RESIDENTIAL INSTITUTIONS--AS WELL AS SPECIAL ISSUES PERTINENT TO JUVENILE JUSTICE. PLANNING RECOMMENDATIONS AND PROPOSED IMPLEMENTATION STRATEGIES REFLECT THE PLANNERS' OBSERVATION THAT, AT EVERY LEVEL OF THE JUVENILE JUSTICE SYSTEM, THERE IS POTENTIAL FOR POSITIVELY INFLUENCING YOUTHS THROUGH DIVERSION, TREATMENT, OR REHABILITATION OR FOR HAVING A NEGATIVE IMPACT THAT WILL CONTRIBUTE TO FURTHER DELINQUENCY. TABLES SUMMARIZING COSTS AND SCHEDULING FOR IMPLEMENTING MASTER PLAN RECOMMENDATIONS ARE PRESENTED. APPENDED MATERIALS INCLUDE INMATE POPULATION PROJECTIONS AND LISTS OF REFERENCES AND SOURCE MATERIALS. (LKM)
