RULES, STATUTES, AND INTERSTATE COMPACTS GOVERNING THE ACTIVITIES OF NEW MEXICO'S PAROLE BOARD ARE PRESENTED.
Abstract
THE STATE'S FIRST PROFESSIONAL, FULL-TIME PAROLE BOARD WAS CREATED BY THE LEGISLATURE IN 1975. AT THAT TIME, FORMALIZED RULES AND REGULATIONS WERE COMPILED TO REPLACE THE PREVIOUS PART-TIME BOARD'S INFORMAL GUIDELINES. THE FORMALIZED RULES AND REGULATIONS INCLUDE A POLICY STATEMENT ON THE GRANT, DENIAL, AND REVOCATION OF PAROLE AND ON THE DISCHARGE OF PAROLEES. THE STATEMENT LISTS CRITERIA TO BE CONSIDERED BY THE BOARD IN MAKING ITS DECISIONS. REGULATIONS AND PROCEDURES GOVERNING 26 DIFFERENT ASPECTS OF PAROLE BOARD ACTIVITY ARE SET FORTH, AND COPIES OF FORMAL RECORDS AND DOCUMENTS (PAROLE CERTIFICATES, WAIVER FORMS, ETC.) USED BY THE BOARD ARE PRESENTED. ALSO INCLUDED ARE STATE STATUTORY PROVISIONS PERTAINING TO THE STRUCTURE OF THE PAROLE BOARD AND TO ITS ACTIVITIES, PLUS COPIES OF THE INTERSTATE COMPACTS (WESTERN INTERSTATE CORRECTIONS COMPACT, INTERSTATE COMPACT ON MENTALLY DISORDERED OFFENDERS, AGREEMENT ON DETAINERS) TO WHICH NEW MEXICO IS A PARTY.
