THIS REPORT IS AN EVALUATION OF THE ADMINISTRATIVE, APPELLATE, AND INVESTIGATIVE SUPPORT GRANTS OF THE ORLEANS PARISH DISTRICT ATTORNEY'S CAREER CRIMINAL BUREAU (C.C.B.) OF NEW ORLEANS.
Abstract
THE BUREAU'S WORK IS BASED ON THE VERTICAL PROSECUTION OF OFFENDERS WHO HAVE MADE A CAREER OF CRIMINAL ACTIVITY. ONCE IDENTIFIED, CAREER CRIMINALS ARE PROSECUTED VERTICALLY (ONE ASSISTANT DISTRICT ATTORNEY PROSECUTES THE CASE FROM THE INITIAL MAGISTRATE HEARING THROUGH TRIAL, SENTENCING, PARDON, OR PAROLE). THE REPORT COVERS THE PERIOD OCTOBER 1, 1978, TO JUNE 30, 1979, AND ENCOMPASSES TWO RELATED GRANTS, THE ADMINISTRATIVE SUPPORT GRANT AND THE INVESTIGATIVE/APPELLATE SUPPORT GRANT. THESE GRANTS PROVIDED FUNDS FOR PERSONNEL AND SUPPLIES. ALL GOALS AND OBJECTIVES AS STATED IN THE GRANT APPLICATIONS WERE ACHIEVED OR EXCEEDED COST-EFFICIENTLY. HOWEVER, THREE RECOMMENDATIONS WERE MADE: (1) THE POLICE MOTION SYSTEM SHOULD BE REPROGRAMMED TO IDENTIFY CAREER CRIMINALS AS THOSE OFFENDERS WITH EITHER FIVE FELONY ARRESTS OR TWO FELONY CONVICTIONS RESULTING FROM SEPARATE INCIDENTS; (2) EFFORTS SHOULD BE MADE TO REDUCE THE TURNOVER OF ATTORNEYS ASSIGNED TO THE C.C.B; AND (3) PERFORMANCE MEASURES SHOULD BE ANALYZED TO DETERMINE IF IMPROVEMENTS ARE DUE TO THE C.C.B.'S SPECIAL APPROACH OR ARE THE RESULT OF OVERALL IMPROVEMENTS IN THE DISTRICT ATTORNEY'S OFFICE.
