THIS IS AN EVALUATIVE STUDY OF THE NEW ORLEANS YOUTH SERVICE BUREAU (YSB), WHICH WAS DESIGNED TO DIVERT YOUTHS FROM THE JUVENILE JUSTICE SYSTEM.
Abstract
SECONDARY GOALS OF THE PROJECT WERE THE IDENTIFICATION OF RESOURCE DEFICIENCIES IN EXISTING AGENCIES, ASSISTANCE IN THE PLANNING AND DEVELOPMENT OF NEW JUVENILE JUSTICE PROJECTS AND POLICIES, AND THE MOBILIZATION OF COMMUNITY SUPPORT FOR REFORM. THESE GOALS WERE TO BE ACCOMPLISHED THROUGH THE ESTABLISHMENT OF THREE YOUTH SERVICE BUREAUS WHICH WOULD PROVIDE OR PURCHASE A VARIETY OF SOCIAL SERVICES FOR DELINQUENT AND POTENTIALLY DELINQUENT YOUTHS RESIDING IN THE TARGET COMMUNTIES. THIS STUDY REPRESENTS THE FINAL ANALYSIS OF THE DISCRETIONARY FUNDING PERIOD, REVIEWING PROJECT HISTORY AND EVALUATING THE SUCCESS OF THE PROJECT IN REACHING ITS STATED GOALS AND OBJECTIVES. THE EVALUATION OF SUCCESS PRIMARILY FOCUSES ON RATES OF ARREST RECIDIVISM. DURING THE 26 MONTHS OF PROJECT OPERATION DISCUSSED IN THE REPORT, THE YSB DEVELOPED A COMPLEX SYSTEM OF COUNSELING AND REFERRAL MECHANISMS FOR YOUTHS LIVING IN THE THREE PUBLIC HOUSING PROJECTS. THE EVALUATORS DECIDED THAT AVAILABLE DATA INDICATES THE PROJECT REACHED ITS TARGET POPULATION IN THE HIGH CRIME AREAS OF NEW ORLEANS BY PROVIDING A VARIETY OF COUNSELING AND REFERRAL SERVICES, REACHING AND SOMETIMES EXCEEDING GOALS RELATIVE TO THE NUMBER OF SERVICES TO BE PROVIDED.
