A research project evaluated the new Joint Boards for police in metropolitan areas which were established by the Local Government Act 1985. The intention has been to assess the effect of metropolitan county abolition on the accountability and finance of police forces.
Abstract
Recommendations for the police forces include the amalgamation of the Shire Forces or the creation of Regional Forces which might include existing metropolitan forces. Skepticism of the effectiveness of the Joint Boards is well founded. Without direct elections, cohesion among members has proved difficult as they are divided by district and geography. The system of nomination provides district representation on the Boards, but hardly involves districts beyond that. Magistrate members now have greater influence in determining policy. 13 references (Author abstract modified)
