Abstract
THE POLICE ARE GRADUALLY ASSUMING GREATER CONTROL OVER THE INVESTIGATIVE PROCESS WHILE THE STATE ATTORNEY IS ASSUMING A GREATER ROLE IN DETERMINING THE SANCTIONS TO BE APPLIED AGAINST THE OFFENDER, A ROLE TRADITIONALLY RESERVED TO THE JUDGE. THUS, THE FUNCTIONS OF THE POLICE ARE FOCUSING ON THE OFFENSE WHILE THOSE OF THE STATE ATTORNEY ARE FOCUSING ON THE OFFENDER.
