Abstract
THE FIVE MOST IMPORTANT PROBLEMS DEALT WITH BY THE CONFERENCES CONCERN GENERATING AND DEVELOPING PLANS FOR THE FUTURE, PROVIDING ADEQUATE POLICE TRAINING, BALANCING MANPOWER, SUPERVISORY, AND BUDGETARY DEMANDS, DEVELOPING AND MAINTAINING INTERDEPARTMENTAL COMMUNICATION, AND DEVELOPING THE ROLE OF MIDDLE MANAGEMENT.
