The detailed recommendations presented in this plan are intended to help the New York City Board of Education achieve significant improvements in school safety operations.
Abstract
The plan is designed to improve human resource policies and practices, so as to yield more qualified and better trained school safety professionals. Recommendations in the area of human resources address leadership, screening, training, and compensation. The plan is also designed to produce more accurate and credible incident reporting with appropriate checks and balances. Some recommendations in this area include making school safety professionals responsible for completing incident reports, the adoption of a single reporting system, improvement and clarification of the scanning procedures regarding weapons confiscation to include mandatory reporting as an incident, and the creation of a chief of management information systems who will manage the incident reporting database and provide a research and evaluation capability. The plan also intends to strengthen organizational structure and supervision, including clearly defined responsibilities and accountabilities. Finally, the plan provides for better coordination, cooperation, and communication with the New York City Police Department and other stakeholders.
