TECHNIQUES AND PROBLEMS IN INTERIOR VERTICAL PATROL AS EXPERIENCED BY THE NEW YORK HOUSING POLICE FORCE.
Abstract
THE TECHNIQUES WERE DEVELOPED THROUGH SURVEYS, TRIAL AND ERROR, AND EXPERIENCE AND ARE STILL IN USE BY THE HOUSING POLICE. THE PRESENTATION HERE IS TO ASSIST OTHER LAW ENFORCEMENT AGENCIES WHICH MAY ENCOUNTER SIMILAR PROBLEMS. THE PAPER GIVES THE ORGANIZATIONAL STRUCTURE OF THE VARIOUS BUREAUS WITHIN THE HOUSING AUTHORITY POLICE DEPARTMENT AND DESCRIBES THEIR ACTIVITIES. THE PATROL PROCEDURES WHICH THE HOUSING POLICE HAVE SUCCESSFULLY USED IN HIGH-RISE, MULTIPLE-BUILDING DEVELOPMENTS ARE EXPLAINED AND AN OUTLINE OF THEIR INTENSIVE TWELVE WEEK INSTRUCTION COURSE IS PROVIDED.
