FINAL REPORT ON A NEW YORK CITY POLICE DEPARTMENT ENFORCEMENT ACTION FOCUSING ON CURTAILING THE TRANSPORTATION AND SALE OF UNTAXED CIGARETTES IN THE CITY.
Abstract
DEPARTMENT EFFORTS INCLUDED IDENTIFYING ORGANIZED CRIME INVOLVEMENT IN THIS ILLEGAL ACTIVITY AND DIRECTING ATTENTION IN THAT AREA TO REDUCE SUCH INVOLVEMENT. STATED OBJECTIVES INCLUDED DEVELOPING A COMPREHENSIVE EFFORT AGAINST MAJOR DEALERS OF UNTAXED CIGARETTES THROUGH ANALYSIS OF INTELLIGENCE DATA TO IDENTIFY SMUGGLERS AND THEIR LEVELS OF INVOLVEMENT; MAINTAINING AN INTELLIGENCE FILE OF INVOLVED PERSONS; AND MAINTAINING LIAISON WITH OTHER ENFORCEMENT AGENCIES TO PROVIDE INFORMATION EXCHANGE ON THE CIGARETTE TAX EVASION PROBLEMS. EFFORTS IN THESE DIRECTIONS ARE DESCRIBED AS ARE CASES PROCESSED BY THE UNIT. CHARTS OUTLINING TWO OF THE MAJOR SMUGGLING OPERATIONS INVESTIGATED BY THE UNIT ARE INCLUDED AS WELL AS CHARTS COMPARING 1973 AND 1974 NEW YORK STATE CIGARETTE TAX RECEIPTS AND LISTS OF STATE CIGARETTE TAXES AND TAX-PAID VOLUME FOR APRIL THROUGH SEPTEMBER, 1974.
