PROJECTS ARE TO BE CLASSIFIED ACCORDING TO TYPE OF CLIENTS SERVED AS MEASURED BY SEX, AGE, DRUG USE HABITS, AND THE RELATIONSHIP OF THE CLIENT TO THE CRIMINAL JUSTICE SYSTEM AT THE TIME OF PROJECT ENTRY. BASIC MEASURES USED TO ASSESS CRIMINOLOGICAL EFFECTIVENESS WILL BE ARRESTS, CONVICTIONS, AND INCARCERATIONS, TOGETHER WITH THE QUALITY AND SEVERITY OF A CLIENTS CRIMINAL BEHAVIOR. SELF-REPORTS BY CLIENTS WILL ALSO BE USED. PROJECT STRUCTURAL CHARACTERISTICS WILL BE EVALUATED ACCORDING TO COSTS, OPERATIONAL STATUS, ADMINISTRATIVE BASE, AND STAFF. AN EVALUATION INSTITUTE IS PROPOSED AS OPPOSED TO THE EXISTING METHOD OF FUNDING INDIVIDUAL EVALUATION COMPONENTS WITHIN EACH PROJECT.
