DESCRIPTION OF HOW A TASK FORCE OF VOLUNTEER BUSINESS EXPERTS ON LOAN FROM PRIVATE COMPANIES HELPED TO REORGANIZE THE STRUCTURES OF THE CRIMINAL AND SUPREME COURTS AND THE STATE OFFICE OF COURT ADMINISTRATION.
Abstract
THIS REORGANIZATION AND THE IMPLEMENTATION OF OTHER EFFICIENT BUSINESS PRACTICES SIGNIFICANTLY REDUCED TRIAL COURT DELAY, CASE BACKLOGS, AND COURT EXPENDITURES. THE AGENCY RESPONSIBLE FOR THIS SUCCESS WAS THE ECONOMIC DEVELOPMENT COUNCIL OF NEW YORK CITY, INC., A NON-PROFIT, TAX-EXEMPT ORGANIZATION FORMED IN THE MID-1960'S TO PROVIDE A LOW-KEY BUT HIGH-POWERED EFFORT TO IMPROVE THE QUALITY OF LIFE IN NEW YORK CITY, AND AS A RESULT, TO IMPROVE THE BUSINESS CLIMATE. THE PURPOSE OF THE COURT AND CRIMINAL JUSTICE TASK FORCES WAS TO HELP RESPONSIBLE OFFICIALS USE EXISTING RESOURCES MORE EFFICIENTLY AND EFFECTIVELY. THE COURT TASK FORCE USED MODERN MANAGEMENT TECHNIQUES TO DESIGN A MODEL OR METHOD OR ACCOMPLISHING COURT-DETERMINED GOALS AND PRIORITIES, TO BUILD AN IN HOUSE CAPABILITY FOR THE COURT TO SOLVE ITS OWN PROBLEM, AND TO MAKE COURTS STRONGER SO THAT THEY WOULD NOT HAVE TO USE OUTSIDE ORGANIZATIONS AS A CRUTCH. THE ECONOMIC DEVELOPMENT COUNCIL FOCUSES ON REFORMS AND CHANGES THAT CAN BE IMPLEMENTED READILY BY ADMINISTRATIVE ACTION AS OPPOSED TO LEGISLATIVE ACTION.
