PLANS BY THE STATE OF NEW YORK FOR CORRECTIONAL FACILITIES ARE REVIEWED IN TERMS OF FISCAL IMPACT, MAJOR RECOMMENDATIONS, AND PROBLEMS.
Abstract
A SUMMARY IS PRESENTED OF THE RECOMMENDATIONS AND OBJECTIVES OF THE MASTER PLAN WHICH SEEKS TO MORE EFFECTIVELY REHABILITATE COMMITTED OFFENDERS THROUGH THE USE OF INMATE MANPOWER AND CORRECTIONAL FACILITIES. A DISCUSSION OF BETTER INMATE PROGRAMS THROUGH DIVERSIFICATION OF FACILITIES IS INCLUDED, ALONG WITH A PROJECTION OF INMATE POPULATION AND A SUMMARY OF EXISTING AND PROPOSED FACILITIES. THE PLAN'S INTERNAL PROBLEM, SUCH AS INCONSISTENCY IN PHILOSOPHY WITHIN THE DEPARTMENT OF CORRECTIONS, ARE NOTED. EXTERNAL PROBLEMS INCLUDE THE FAILURE OF THE STATE TO DEVELOP A WORKABLE CRIMINAL JUSTICE SYSTEM. IT IS RECOMMENDED THAT A TASK FORCE BE SET UP TO FORMULATE STANDARDS TO OBTAIN A MORE WORKABLE CRIMINAL JUSTICE SYSTEM IN NEW YORK.
