Prisoner population levels at 12 New York Department of Corrections facilities consistently exceeded the general housing capacity of these facilities during the 7-month period in 1982 when the evaluation occurred. Consistent overcrowding appeared to strain the atmosphere within some facilities.
Abstract
Inadequate housing space, an overtaxed corrections staff, and a shortfall of programs and services characterize these 12 institutions. They include Attica, Auburn, Bedford Hills, Clinton, Coxsackie, Downstate, Eastern, Elmira, Fiskill, Great Meadow, Green Haven, and Ossining. Ossining, in particular, had the highest number of idle inmates and along with Clinton had a tenser atmosphere than other facilities. Food service programs were experiencing delays of up to 45 minutes and clothing supplies were in short supply in 10 of the 12 facilities. Medical services in a similar number of facilities were experiencing increased sick call with delays and strained services. Visiting programs, mail delivery, phone home programs, law library programs, treatment services, and commissary programs were also surveyed. Study results are presented in the form of graphs and tables, with a brief summary overview.
