The commission reports on the 641 complaints of judicial misconduct reviewed and the 170 investigations commenced during 1978. Complaints generally related to ticket-fixing, favoritism in appointments, improper political participation, and poor financial management and recordkeeping.
Abstract
Cases and actions taken regarding these complaints and judge removal, public censure, and admonitions are discussed, as are challenges to commission procedures. Appendixes present operating procedures, commission rules, statistics on complaints, and case materials.
