Abstract
The New York State Commission on Judicial Conduct is the disciplinary agency constitutionally designated to review complaints of misconduct against judges of the New York State unified court system. The commission's objective is to enforce the obligation of judges to observe high standards of conduct while safeguarding the independence of the judiciary. The ethics standard the commission enforces are found primarily in the Rules Governing Judicial Conduct (annexed as Appendix D). Data address complaints and investigations in 1993, actions taken in 1993, and formal proceedings. Formal proceedings encompass determinations of removal, determinations of censure, and determinations of admonition. Other statistics and information pertain to dismissed or closed formal written complaints, letters of dismissal and caution, dismissed or closed formal written complaints, letters of dismissal and caution, and matters closed upon resignation. Other sections of the report address referrals to other agencies, review of commission determinations by the court of appeals, specific problem areas identified by the commission, and the commission's budget.
