This report outlines the 1980-85 master plan of the New York Department of Correctional Services; the plan states nine goals and is designed to promote the provision of essential and basic services in an effective manner.
Abstract
The nine planning goals for correctional services are to improve employees' pride and interest in their jobs, increase the ability of employees to perform their jobs well, reduce overcrowding, provide real training and work for every able inmate, identify and deal with special inmate needs, and effectively communicate the correctional department's mission and needs outside the correctional facilities' walls. Other goals are to establish linkages with postincarceration services, develop and effectively apply standards to correctional operations, and improve the department's information and evaluation systems. The plan also focuses on setting additional priority areas for inmates who are women; the improvement of staff services, including recruitment and screening and development of total training packages for uniformed and nonuniformed personnel; and revisions of categories of service delivery and reorganization of the department along functional lines. Appendixes present dissenting opinions, a list of participants in planning workshops, tabular data on inmate characteristics, inmate population projections, and a list of recent correctional facility changes in the State.
