This article describes New York State's program to combat arson through improved training for firefighters and police officers, public awareness and education programs, an arson data system, and updated laboratory services.
Abstract
In 1978, New York State began a concentrated effort to fight the arson epidemic by organizing a Governor's task force to study the problem and subsequently legislating a $2 million control program. Responsibility for arson investigation has been divided between fire protection and law enforcement agencies, but New York's Office of Fire Prevention and Control has been charged with administering the statewide program. The training component operates on three levels. A 12-hour awareness program to increase observation skills on the fire scene is provided for all probationary firefighters and police officers. A 24-hour detection course is available for fire personnel to enable them to comply with a legal mandate that the causes of all fires be determined. Since January 1980, an 80-hour investigation course has been offered for fire and police officers whose duties encompass the full investigation of incendiary fires. Other training efforts have focused on prosecutors and establishing juvenile firesetter counseling programs in local communities. An educational pamphlet and public service announcements for radio have been developed, along with a fire '800' number manned 24 hours a day for reporting information on suspected arsons. Improvements to the arson data system include faster processing times, earlier data collection methods, and prompt issuance of reports. A system for arson pattern developments and recognition is being installed and should be available for local use soon. Other facets of the arson control program are improved equipment for local forensic laboratories and technical assistance to help counties prepare arson control plans as mandated by the legislature.
