PORTIONS OF THIS REPORT WHICH PERTAIN TO THE CRIMINAL JUSTICE SYSTEM ARE THOSE DEALING WITH CORRECTIONS, PROBATION, PAROLE, AND COURTS.
Abstract
THE SECRETARY OF JUSTICE POINTS OUT A NEED FOR CORRECTIONS TO KEEP PACE NUMERICALLY WITH INCREASINGLY EFFECTIVE LAW ENFORCEMENT AND CRIMINAL CONVICTION. HE PROPOSES RESERVING CONFINEMENT FOR PROTECTING SOCIETY FROM HARM AT THE HANDS OF DANGEROUS OFFENDERS. PRESENT OVER-RELIANCE ON INCARCERATION COULD BE SUPPLANTED BY PUNISHMENTS WHICH DEPRIVE OFFENDERS OF THEIR PROPERTY OR PRIVILEGES RATHER THAN THEIR LIBERTY, THUS EXACTING RETRIBUTION WHILE REDUCING THE STATE'S FINANCIAL BURDEN. REFORMS IN COURT ORGANIZATION AND ADMINISTRATION ARE SUGGESTED TO AID IN HANDLING THE RISING CASELOAD BURDEN ON THE SYSTEM.
