POLITICAL, TECHNICAL, JURISDICTIONAL, AND SERVICE AGENCY CONFIGURATIONS ASSOCIATED WITH EMERGENCY SINGLE-NUMBER ACCESS SYSTEMS ARE PRESENTED THROUGH THE EXPERIENCES OF 15 TEXAS COMMUNITIES OPERATING OR PLANNING THE SYSTEM.
Abstract
TO PROVIDE INTERESTED COMMUNITIES, CITIZENS, AND PLANNING ENTITIES WITH INFORMATION ON THE VARIOUS TYPES OF EMERGENCY SINGLE-NUMBER ACCESS SYSTEMS AVAILABLE, THE REPORT PRESENTS INFORMATION FROM OFFICIAL SOURCES AND FROM ONSITE INTERVIEWS WITH LOCAL OFFICIALS, EMERGENCY SERVICE PROVIDERS, AND TELEPHONE COMPANY REPRESENTATIVES. A THEORETICAL BACKGROUND SECTION EXPLAINS THE INVOLVEMENT OF EMERGENCY SERVICE AGENCIES AND NONEMERGENCY GOVERNMENT AND PRIVATE AGENCIES IN 911 OR SIMILAR SYSTEMS AS WELL AS LOCAL INTERGOVERNMENTAL ARRANGEMENTS NECESSARY FOR IMPLEMENTING THE SYSTEM. THE LEGISLATION OF FOUR STATES CONCERNING THE IMPLEMENTATION OF EMERGENCY NUMBERS IS SUMMARIZED. THE INDIVIDUAL CASE REPORTS COVER, FOR EACH COMMUNITY, THE STATE OF IMPLEMENTATION, A DESCRIPTION OF THE AVAILABLE SYSTEM AND AVAILABLE PERSONNEL, STEPS TAKEN TO INFORM THE PUBLIC OF THE SYSTEM, COSTS AND FINANCING METHODS, AND OBSERVATIONS OF EACH COMMUNITY. AN EMERGENCY MEDICAL SERVICE 911 SURVEY FOR COMMUNITIES, A LIST OF TEXAS CITIES HAVING SINGLE-NUMBER ACCESS SYSTEMS, HOUSE BILL 451 OF THE 66TH TEXAS LEGISLATURE, SPECIAL TARIFF RATES PROVIDED BY THE PUBLIC UTILITY COMMISSION, A LIST OF COMMUNITIES CONSIDERING IMPLEMENTATION OF THE SYSTEM, AND OVER 50 REFERENCES ARE APPENDED.
