RESULTS AND RECOMMENDATIONS OF THIS STUDY WHICH DEVELOPED A STATISTICAL METHOD FOR DETERMINING NON-JUDICIAL STAFFING REQUIREMENTS FOR TRIAL COURTS AND DEVELOPED A POSITION CLASSIFICATION PLAN FOR NON-JUDICIAL EMPLOYEES.
Abstract
THIS PROJECT WAS CONDUCTED AT THE REQUEST OF THE JUDICIAL COUNCIL OF CALIFORNIA AND FINANCED BY A FEDERAL GRANT UNDER PROVISIONS OF THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968 THROUGH THE CALIFORNIA OFFICE OF CRIMINAL JUSTICE PLANNING. NEW WEIGHTED CASELOAD AND CLERK-YEAR VALUES ARE RECOMMENDED FOR USE IN DETERMINING NON-JUDICIAL STAFFING REQUIREMENTS. AMONG THE OTHER RECOMMENDATIONS REACHED IN THIS STUDY WERE TO AUGMENT THE EXISTING JUDICIAL COUNCIL STAFF WITH PERSONNEL SPECIALIST TO ASSIST MUNICIPAL AND SUPERIOR COURTS IN ESTABLISHING PERSONNEL POLICIES AND PRACTICES; TO REQUEST THE JUDICIAL COUNCIL STAFF TO DEVELOP SPECIFIC PROCEDURES WITH REGARD TO DETERMINING THE NON-JUDICIAL STAFFING REQUIRED TO REDUCE BACKLOG IN THE COURTS; AND TO ANALYZE THE IMPACT OF PROPOSED LEGISLATION ON NON-JUDICIAL STAFFING.
