This is a collection of the papers presented by the faculty of the North American Symposium on International Child Abduction, which was convened by the American Bar Association Center on Children and the Law on September 30 and October 1, 1993 at the US Department of State in Washington, DC.
Abstract
The objective of the symposium was to provide in-depth training on the Hague Convention on the Civil Aspects of International Child Abduction, along with other remedies and prevention strategies available in international child abduction cases, to lawyers, judges, law enforcement officers, prosecutors and missing children clearinghouse personnel. The primary emphasis of the symposium was on the implementation of the Hague child abduction convention in the United States, Canada and Mexico. The symposium included panel discussions and workshops on the following subjects: (1) The Hague Convention and Implementing Legislation; (2) The Role of Central Authorities; (3) Locating Abducted Children in the US and Abroad; (4) Using the Hague Child Abduction Convention in the US; (5) The Case for Return; (6) Defenses to Return; (7) Access Cases; (8) Working With and Through Central Authorities; (9) Judicial Proceedings Under the Hague Convention; (10) Non-Hague Remedies in International Child Abduction Cases; (11) Criminal Prosecution and Extradition: Does It Help or Hinder Return of Children From Abroad? (12) Preventing Abductions; (13) Future Directions in International Child Abduction Law, Policy and Practice; and (14) a mock trial of a hypothetical Hague convention case. Appendixes
