REPORT OF STUDY TO ESTABLISH A STATE PLAN AND MANPOWER SERVICES DELIVERY SYSTEM FOR REHABILITATION SERVICES FOR OFFENDERS.
Abstract
PART I DEALS WITH THE CURRENT OPERATIONS, STRUCTURE, NEEDS, AND RESOURCES OF THE CRIMINAL AND JUVENILE JUSTICE SYSTEM. TOPICS COVERED IN THIS SECTION INCLUDE THE SCOPE OF THE CRIMINAL PROBLEM IN NORTH CAROLINA, THE IMPACT OF CRIME ON SOCIETY AND BUSINESS, AND LABOR MARKET POTENTIALS FOR OFFENDERS. COMMENTS ARE THEN MADE ON RESPONSIBILITIES OF THE SYSTEM AND CURRENT PROGRAMS AND SERVICES. DESCRIPTIONS ARE PRESENTED OF IDENTIFIED NEEDS WITHIN THE SYSTEM IN THE FOLLOWING AREAS - GENERAL COURT OF JUSTICE, THE DIVISION OF CORRECTION, DIVISION OF PAROLE, DIVISION OF PROBATION, DIVISION OF VOCATIONAL REHABILITATION, DIVISION OF YOUTH DEVELOPMENT, LAW ENFORCEMENT, AND AMONG THE COMMUNITY OF OFFENDERS AND EX-OFFENDERS. THE SECOND SECTION DEALS WITH A PROPOSED MODEL MANPOWER SERVICES DELIVERY SYSTEM WITHIN THESE TWO SYSTEMS. ALSO IN THIS SECTION, A REFERENCE IS MADE TO AN IDEAL CRIMINAL JUSTICE STRUCTURE AS IT PERTAINS TO THE SYSTEMATIC DELIVERY OF MANPOWER SERVICES.
