Abstract
WHEN STATUTORY CHANGES ARE SELF-EXPLANATORY, DISCUSSION IS KEPT AS BRIEF AS POSSIBLE. LEGISLATION PERTAINING TO OBSCENITY AND CAPITAL PUNISHMENT HAS BEEN EXCLUDED, AND INCLUSION OF TRAFFIC LEGISLATION HAS BEEN LIMITED. NEW AND AMENDED ACTS PERTAIN TO ASSAULT ON AN OFFICER WITH A DEADLY WEAPON, PICKETING TO OBSTRUCT JUSTICE, CARRYING A CONCEALED WEAPON, WELFARE/FOOD STAMP FRAUD, CONTROLLED SUBSTANCES, FURNITURE USURY, WEAPONS OF MASS DEATH AND DESTRUCTION, PINBALL MACHINES, LITTERING, UNMOORING BOATS, THROWING OBJECTS AT ATHLETIC CONTESTS, FAILURE TO REDUCE SPEED, AND UNAUTHORIZED USE OF CONVEYANCE. CHANGES IN PUNISHMENT HAVE BEEN EFFECTED FOR POSSESSION OF MARIHUANA, SECOND FELONY USING A DEADLY WEAPON, PRISON ESCAPE, AND WORTHLESS CHECKS. PROCEDURAL CHANGES PERTAIN TO RETURNING SEIZED PROPERTY, SPLIT SENTENCING, RIGHT TO CONTINUANCE AFTER REJECTION OF A PLEA ARRANGEMENT, DEFENDANT'S INCAPACITY TO PROCEED, SERVING A SUMMONS UPON UNINCORPORATED ASSOCIATIONS, BILL OF INDICTMENT FOR RAPE, AND EXPERT WITNESSES. UNITS OF LOCAL GOVERNMENT HAVE BEEN AUTHORIZED TO ENACT BEER/WINE CONSUMPTION ORDINANCES. ADDITIONAL AMENDMENTS AFFECT THE EXPURGING OF RECORDS, MAGISTRATES' JURISDICTION IN WORTHLESS CHECK CASES, CITIZENSHIP RESTORATION, LOAN OF POLICE OFFICERS, CHILD ABUSE, MANDATORY WOUND-REPORTING, AND ATTORNEY ACCESS TO THE POLICE INFORMATION NETWORK. THE MOTOR VEHICLE HABITUAL OFFENDER LAW WAS ALSO REPEALED. A NUMBER OF BILLS WERE ALSO PASSED PERTAINING TO USE OF JAILS FOR SENTENCED PRISONERS AND PRISONER PAROLE AND WORK RELEASE FOR SUCH PRISONERS, PAROLE ELIGIBILITY FOR MISDEMEANANTS, AND WORK RELEASE APPROVAL PROCESSING.
