REPORT ON TECHNICAL ASSISTANCE RENDERED THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS IN MONITORING AND EVALUATING THE DEVELOPMENT OF THE MICROFILM/ARREST RECORD PORTION OF A MEDIUM SCALE POLICE MANAGEMENT INFORMATION SYSTEM.
Abstract
THE CONSULTANT MADE AN ON-SITE VISIT ON JULY 14-15, 1976 AND INTERVIEWED LOCAL AND REGIONAL POLICE PERSONNEL AS WELL AS REPRESENTATIVES OF COMPUTER EQUIPMENT FIRMS INVOLVED IN THE PROJECT. IN ADDITION, HE REVIEWED HARDWARE AND SOFTWARE SPECIFICATIONS AND ALL MINUTES, CORRESPONDENCE, AND SUPPORTIVE MATERIAL OF THE PROJECT TECHNICAL SUBCOMMITTEE AND ATTENDED A SCHEDULED SYSTEM DEMONSTRATION. IT WAS FOUND THAT THE COUNCIL'S MONITORING METHOD IS EFFECTIVE, THE HARDWARE SELECTED IS COST EFFECTIVE, AND THE PORTION OF THE PROJECT OUTLINED BY SOFTWARE SPECIFICATIONS HAS BEEN SUCCESSFULLY COMPLETED, BUT SYSTEM DOCUMENTATION TO ENSURE MAINTENANCE ON AN OPERATIONAL BASIS ARE INADEQUATE. RECOMMENDATIONS INCLUDE REMEDYING THE DOCUMENTATION PROBLEM AND IMPLEMENTING THE PROJECT'S NEXT PHASE.
