PROJECTS FUNDED BY AND ACTIVITIES OF NORTH DAKOTA'S COMBINED LAW ENFORCEMENT COUNCIL (LEC), 1968-1978, ARE REPORTED, INCLUDING JUDICIARY AND LAW REFORM, POLICE, JUVENILE JUSTICE, AND OTHER PROJECTS.
Abstract
THE SPECIFIC DUTIES AND RESPONSIBILITIES OF THE LEC ARE DESCRIBED. THE LEC ADMINISTERS FEDERAL GRANTS FOR NORTH DAKOTA STATE AND LOCAL CRIME PREVENTION AND CRIMINAL JUSTICE IMPROVEMENT PROGRAMS. JUDICIARY AND LAW REFORM PROJECTS FUNDED BY LEC AIM TO STRENGTHEN NORTH DAKOTA'S JUDICIARY SYSTEM, UPGRADE PROSECUTION AND DEFENSE SERVICES, AND REVIEW THE RELEVANCE OF STATE LAWS TO CRIMINAL JUSTICE NEEDS. PROJECTS FUNDED HAVE INCLUDED A PROCEDURAL RULES STUDY, DEVELOPING A COURT MANAGEMENT AND OTHER INFORMATION SYSTEMS, AND VARIOUS CRIMINAL PROSECUTION AND PUBLIC DEFENDER PROJECTS. LEC JUVENILE DELINQUENCY PROJECTS AIM TO IMPROVE JUVENILE SERVICES AND FACILITIES AND HAVE INCLUDED NEW PROBATION PROJECTS, YOUTH GROUP HOMES AND SHELTERS, PROMOTING JUVENILE-POLICE RELATIONS, AND JUVENILE DELINQUENCY PREVENTION. CORRECTIONS PROJECTS HAVE INTENDED TO IMPROVE REHABILITATION AND UPGRADE FACILITIES; FUNDS WERE AWARDED FOR NEW PROGRAMS AND FACILITIES AT THE NORTH DAKOTA STATE PENITENTIARY, TO IMPROVE FACILITIES AT AN INDIAN RESERVATION, AND TO UPGRADE LOCAL JAILS. LAW ENFORCEMENT FUNDS HAVE BEEN GIVEN FOR BETTER POLICE EQUIPMENT AND FOR CONTRACTS BY RURAL AREAS FOR POLICE PROTECTION WITH LARGER JURISDICTIONS. LEC HAS FUNDED MUCH TRAINING FOR COURT AND POLICE OFFICERS AND CONSTRUCTED A NEW LAW ENFORCEMENT TRAINING CENTER. OTHER PROJECTS HAVE INCLUDED LOCAL CRIME PREVENTION BUREAUS, RAPE CRISIS CENTERS, PUBLIC EDUCATION, JAIL INSPECTIONS AND REPORTING SYSTEMS, AND A UNIFORM STATE CRIME REPORTING PROGRAM. TABLES, ILLUSTRATIONS, AND A LIST OF PROJECTS FUNDED ARE INCLUDED.
