Abstract
IN LIGHT OF A PROJECTED INCREASED WORKLOAD DUE TO THE EXPANDING COAL MINING INDUSTRY IN NORTH DAKOTA, THE CONSULTANTS WERE ASKED TO REVIEW STAFFING, ORGANIZATION, AND OPERATIONS TO SEE IF THEY WOULD BE ADEQUATE TO MEET INCREASED DEMAND. ORGANIZATIONAL CHANGES AND A MORE THAN 50 PERCENT STAFFING INCREASE ARE RECOMMENDED. OTHER RECOMMENDATIONS ARE IN THE AREAS OF MANAGEMENT, COMMUNICATIONS, TRAINING, INTER-GOVERNMENTAL RELATIONSHIPS, FACILITIES AND EQUIPMENT, AND PERSONNEL MANAGEMENT PRACTICES.
