This manual presents the procedures to be used by personnel of the North Dakota Highway Patrol in responding to civil disturbances, natural disasters and major accidents, nuclear emergencies, special events, and special operations.
Abstract
Each section explains the situation, the mission of the North Dakota Highway Patrol in that situation, the administrative and logistical support requirements, and procedures for emergency communications and command. Detailed guidelines cover intelligence, operations, the use of special purpose equipment, public relations, legal issues, training, and related topics. Guidelines are also given for the procedures to be used for handling security of public figures and for handling situations involving hostages or barricaded persons.
