A MINIMUM SECURITY FACILITY PROVIDING VOCATIONAL, EDUCATIONAL, AND COUNSELING SERVICES FOR INMATES IN A RURAL SETTING IS DESCRIBED, AND THE IMPACT OF THE FACILITY'S COUNSELING PROGRAM IS EVALUATED.
Abstract
THE CRYSTAL CREEK FACILITY WAS BUILT IN 1958 BY THE CALIFORNIA DIVISION OF FORESTRY (CDF) AS A CONSERVATION CAMP, WHICH CONTRACTED FOR INMATE LABOR WITH THE STATE PRISON SYSTEM. SINCE 1972, THE FACILITY HAS BEEN OPERATED BY THE SHASTA COUNTY SHERIFF'S DEPARTMENT, IN COOPERATION WITH THE CDF AND WITH THE PARTICIPATION OF 10 OTHER PREDOMINANTLY RURAL COUNTIES ON A CONTRACT BASIS, AS A REHABILITATION CENTER FOR MALE OFFENDERS. CRYSTAL CREEK INMATES STAY AT THE CENTER FROM 60 TO 360 DAYS. ABOUT 80 PERCENT ARE THERE FOR DRUG-RELATED OFFENSES. WHILE AT THE CENTER, INMATES WORK IN A PROGRAM ADMINISTERED BY CDF AND TAKE PART IN EDUCATIONAL, COUNSELING, AND VOCATIONAL TRAINING PROGRAMS. SECOND-YEAR AND FOURTH-YEAR EVALUATIONS OF THE CENTER'S COUNSELING PROGRAM INDICATE THAT THE PROGRAM IS COST EFFECTIVE AND SUCCESSFUL IN REDUCING RECIDIVISM AND IMPROVING THE PSYCHOLOGICAL PROFILES OF INMATES. CRYSTAL CREEK PROCEDURES AND PROGRAMS ARE SAID TO PROVIDE MODELS FOR THE DEVELOPMENT OF LOCALIZED, MULTICOUNTY, MINIMUM SECURITY CORRECTIONS FACILITIES. PHOTOGRAPHS OF THE FACILITY ARE INCLUDED. (LKM)
