This study examines the need and program requirements of a facility for the consolidation of the Amesbury and Newburyport District courts (Massachusetts) and presents the preferred architectural design.
Abstract
This study is a preliminary design proposal and cost estimate prior to a legislative decision to appropriate funds for implementation. The new facility will be State-owned and operated. It will serve two district courts, one juvenile court, and one superior court. Specifications are presented for seven facility components: courtroom area, judges' area, administration area, detainee area, mechanical area, public areas, and the site. After discussing design guidelines; site, architectural, and mechanical/energy considerations; and codes and standards, the study presents and evaluates three design alternatives, followed by schematics of the preferred alternative. The preferred alternative, deemed to be the most economical and best-suited for a small site, is a compact two-story rectangulary building with central circulation and public lobby space. The design and construction costs are estimated to be $6,350,000, not including land cost. Appendixes contain construction, operational, and energy costs; code references; and engineering plans.
