An accounting scheme would improve decisionmaking in the juvenile correction system or youth authority (YA) by providing management with information for evaluating programs and modifying the political context in which the YA operates.
Abstract
The YA is responsible for preventing inmates from committing further crimes and for working toward their healthy development, reform, and rehabilitation by providing nurturance, education, work experience, a network of useful contacts, and protection against abuse. In addition, the YA must exercise restraint in its use of authority and respect inmates' rights to be free of excessively harsh punishments and restraints. These three general concerns provide a normative framework for an accounting system. Statistical indicators of performance in these areas can then be compared to those found for the general population, alternate dispositions, and different programs within the YA. ABI jp
