Abstract
THE TYPES OF PERSONS OR GROUPS LIKELY TO RESORT TO SUCH MEASURES ARE DISCRIBED. THESE INCLUDE AGENTS OF FOREIGN GOVERNMENTS, TERRORISTS PSYCHOPATHS, MERCENARIES, DISGRUNTLED INDIVIDUALS, & CRIMINALS. THE MOTIVES FOR BEHAVIOR ARE EXPLAINED, AS WELL AS THE LIKELIHOOD OF SUCCESS FOR SUCH A PROJECT. THE EFFECTS & POLITICAL CONSEQUENCES OF NUCLEAR TERRORISM ARE DESCRIBED. THE ARTICLE ALSO GOES INTO WAYS TO LIMIT THE ESCALATION OF INTERNATIONAL CONFLICT AS A RESULT OF NUCLEAR TERRORISM...BDS
