THE TYPES OF PERSONS OR GROUPS LIKELY TO RESORT TO SUCH MEASURES ARE DISCRIBED. THESE INCLUDE AGENTS OF FOREIGN GOVERNMENTS, TERRORISTS PSYCHOPATHS, MERCENARIES, DISGRUNTLED INDIVIDUALS, & CRIMINALS. THE MOTIVES FOR BEHAVIOR ARE EXPLAINED, AS WELL AS THE LIKELIHOOD OF SUCCESS FOR SUCH A PROJECT. THE EFFECTS & POLITICAL CONSEQUENCES OF NUCLEAR TERRORISM ARE DESCRIBED.
