The results of a survey on intensive probation supervision (IPS) are presented.
Abstract
This report summarizes survey data collected from correctional authorities in 41 States and 11 Canadian jurisdictions on the use of IPS as of April 1992. IPS was being used in 33 States and North Dakota had plans to implement a program in June 1992. Only three of the Canadian agencies reporting had IPS programs. Across the United States, over 48,000 offenders were under intensive probation, almost double the figure reported four years earlier. In Canada, 1,187 of the 91,002 offenders on probation were in IPS programs. Data is provided by jurisdiction on the number of offenders on probation, numbers under IPS, the number of officers and the caseloads both for those involved in non-intensive and intensive probation cases. Differences in officers' pay and qualifications are indicated. In a second chart, information is provided on which offenders are assigned to the IPS program, whether the program is effective in keeping the prison populations down, whether more rule violators are caught, whether the program has been evaluated and what problems exist. Among the problems that were reported are inadequate funding, inadequate staffing, and improper classification of offenders. 2 tables
