THIS PROJECT PROVIDED INTENSIVE FOOT AND SCOOTER PATROLS IN A HIGH CRIME AND LOW POLICE IMAGE AREA OF FLINT (MI) TO REDUCE BURGLARY AND ROBBERY LEVELS AND TO INCREASE POLICE-MINORITY GROUP COMMUNICATION AND COOPERATION.
Abstract
THIS SIX-MONTH PROGRAM CONSISTED OF 20 SCOOTER PATROL OFFICERS AND FIVE TWO-MAN FOOT PATROLS OPERATING ON A SEVEN DAY A WEEK BASIS BETWEEN FIVE O'CLOCK PM AND TWO O'CLOCK AM. A SPECIAL TEAM OF DETECTIVES CONSISTING OF A DETECTIVE SERGEANT AND A DETECTIVE WAS ALSO ASSIGNED TO THE PROGRAM TO INVESTIGATE ALL BURGLARIES AND ROBBERIES COMMITTED IN THE AREA. THE MONTHLY POLICE REPORTS FILED ON THIS PROJECT DESCRIBE THE IMPACT OF THE PROGRAM AND SUMMARIZE THE PROJECT ACTIVITIES. THE PROJECT WAS VERY WELL RECEIVED BY THE OAK PARK COMMUNITY AND COPIES OF 24 LETTERS RECEIVED FROM THE PUBLIC PRAISING THE PROJECT ARE INCLUDED IN THIS REPORT. THE OAK PARK PROJECT BROUGHT ABOUT A 40 PER CENT OVERALL DECREASE IN MAJOR CRIMES AND DESTRUCTION OF PROPERTY COMPARED TO THE SAME MONTH IN THE PREVIOUS YEAR. THERE WAS A DECREASE IN ROBBERIES OF 58 PER CENT, A TWENTY PER CENT DECREASE IN RAPES, ASSAULTS WENT DOWN 39 PER CENT, BURGLARIES DECREASED 30 PER CENT, LARCENY COMPLAINTS DECREASED BY 27 PER CENT, AUTO THEFTS DIMISHED BY 40 PERCENT, AND THERE WAS A 55 PER CENT DECREASE IN DESTRUCTION OF PROPERTY.
