THIS ANNUAL REPORT OF OFFENDER AID AND RESTORATION (OAR) PRESENTS THE PROGRESS, SPECIAL PROJECTS, AND FINANCES FOR 1979.
Abstract
OAR IS AN ORGANIZATION OF VOLUNTEERS THAT SEEKS TO DISPEL THE LONELINESS AND EMPTINESS OF PRISONERS' LIVES AND GIVE SERVICE TO EX-OFFENDERS AND THEIR FAMILIES. THE IDEA OF OAR'S APPROACH TO CORRECTIONS BEGAN IN 1968 IN RICHMOND. OAR RECEIVED ITS FIRST GRANT IN 1970, AND IN 1980 OAR HAD PROJECTS IN 23 COMMUNITIES OF 8 STATES, INCLUDING COMMUNITY SERVICE RESTITUTION, DISPUTE MEDIATION, WORK RELEASE, THIRD PARTY CUSTODY, AND HALFWAY HOUSES. THE STATES ARE INDIANA, MARYLAND, NEW YORK, VIRGINIA, NORTH CAROLINA, MICHIGAN, TENNESSEE, AND PENNSYLVANIA. IN 1979 OAR AIDED 1,199 PRISONERS, PLACED 1,154 EX-OFFENDERS IN JOBS, AND AIDED 512,300 EX-OFFENDERS WITH SERVICES LIKE COUNSELING, TUTORING, AND REFERRALS. THERE WERE 1,054 CITIZEN VOLUNTEERS WHO CONTRIBUTED $220,640 OF VOLUNTEER TIME. THE THIRD PARTY CUSTODY PROGRAM DIVERTED 147 DEFENDANTS FROM JAIL AND SAVED THE COMMUNITY $147,000. THE NEIGHBORHOOD JUSTICE PROJECT ASSISTED 56 CRIME VICTIMS AND MEDIATED/CONCILIATED 25 DISPUTES. THE COMMUNITY SERVICE RESTITUTION PROJECT HAD 140 DEFENDANT AND EX-OFFENDER PARTICIPANTS AND 74 AGENCIES WERE SERVED BY THE PARTICIPANTS. THE PROJECT CONTRIBUTED 3,677 HOURS WHICH WAS WORTH $10,666.30 TO THE COMMUNITY. OAR PLANS TO LAUNCH A SPECTRUM OF ALTERNATIVES TO JAIL IN THE 1980'S. STATE AND FEDERAL GRANTS CONSTITUTED 72 PERCENT OF THE $615,000 INCOME. INCLUDED ARE LISTS OF OAR SITES, FINANCIAL SUPPORTERS, BOARD OF DIRECTORS, ADVISORY COUNCIL, AND STAFF. (JLF)
