GENERAL PRINCIPLES OF OVERALL CONCEPTUAL PLANNING, SITE SELECTION AND DEVELOPMENT, AND SPECIFIC OPERATIONS AND FACILITY DESIGNS ARE DISCUSSED AS APPLIED IN CORRECTIONAL INSTITUTION PLANNING IN OKLAHOMA.
Abstract
OVERALL CONCEPTUAL PLANNING IS FUNDAMENTAL TO ANY PRISON CONSTRUCTION OR EXPANSION PROGRAM. THE CONSTRUCTION PLAN MUST BE CONSISTENT WITH THE OVERALL MASTER PLAN OF THE STATE PRISON SYSTEM AND SHOULD INCLUDE AN OVERALL FRAMEWORK FOR ADEQUATELY HOUSING THE ENTIRE PRISON POPULATION. IT IS NECESSARY TO CONSIDER PROGRAMS OR POLICIES WHICH WILL INFLUENCE THE SIZE OF THAT POPULATION. THE OVERALL PLAN SHOULD INCLUDE THE TYPE OF FACILITY SPACE NEEDED AND SHOULD TAKE ACCOUNT OF PLANNED PRISONER ACTIVITIES. IN OKLAHOMA, EMPHASIS HAS BEEN PLACED ON WORK RELEASE, COMMUNITY-BASED CORRECTIONS, AND PRISON INDUSTRIES IN WHICH BOTH INMATES AND LOCAL CITIZENS WORK. UNDER THE WORK PROGRAM, PRISONERS ARE PAID REGULAR WAGES FOR NIGHT SHIFT WORK, OF WHICH 50 PERCENT IS DEDUCTED TO PAY FOR ROOM AND BOARD. WHILE PRISONS OF 300 TO 450 INMATE CAPACITY APPEAR TO BE MOST COST-EFFECTIVE, 100 PRISONER COMMUNITY-TREATMENT CENTERS HAVE BEEN FOUND TO BE SLIGHTLY CHEAPER THAN PRISONS AND TO PROVIDE ADDITIONAL ADMINISTRATIVE AND SUPERVISORY BENEFITS. APPOINTMENT OF AN OVERALL PROJECT DIRECTOR IS RECOMMENDED, AND THE USE OF INMATE LABOR IN CONSTRUCTION IS DISCUSSED. IN SELECTING A SITE, IT IS RECOMMENDED THAT ONLY ONE SITE BE ATTEMPTED AT ONE TIME. THE SITE SHOULD BE NEAR A METROPOLITAN AREA. DECENTRALIZATION AND INMATE SEGREGATION BY PROGRAM TYPE HAS AIDED IN IMPROVING SECURITY WHILE ALSO PERMITTING MORE COST-EFFECTIVE STAFFING PATTERNS. MANPOWER RESOURCES REQUIRED FOR THE TULSA AND OKLAHOMA CITY CORRECTIONAL CENTERS IN THE AREAS OF ADMINISTRATION, SECURITY, PROGRAMS AND INDUSTRY, HOUSING, AND SUPPORT AND MAINTENANCE FUNCTIONS ARE PRESENTED.
