The average daily population in New Jersey correctional institutions during fiscal year 1992 totaled 24,358 offenders: 14,204 in State prison facilities, 4,764 in youth correctional facilities, 609 in juvenile facilities, 353 in contract halfway houses, 675 in community and residential programs, 4,206 in county facilities, and 527 in the electronic monitoring/home confinement program.
Abstract
Between fiscal years 1991 and 1992, the average daily population increased by 8 percent. The average daily population in 1992 was greater than peak populations experienced between 1988 and 1992. The State prison facility count increased by 7 percent, from 13,214 to 14,204. The youth facility count increased by 11 percent, from 4,277 to 4,764. The population in juvenile facilities decreased by 9 percent, from 671 to 609. The population in community and residential juvenile programs decreased by 4 percent, from 700 to 675. The continued increase in the adult institutional population resulted from the ongoing impact of Title 2C and subsequent legislative enhancements to New Jersey's Criminal Code. 7 tables
