Abstract
Covering the fiscal year beginning July 1, 2001, and ending June 30, 2002, this annual report from the Office of the Public Defender in the State of Maryland provides an accounting of the agency, its operations, and its structure and functions. This report begins with a table detailing the agency’s growth in district operations for fiscal years 1994 through 2002. After briefly introducing the operations of the Office of the Public Defender as representing defendants, this report describes the general administration of the Office, highlighting the Office’s priorities, caseloads, community involvement, statewide committees, and local organizations. This report also describes the training division of the Office of the Public Defender as well as the Information Technology Division. Covering district operations, this report discusses 12 Maryland districts, focusing on courts and caseloads handled in each district. In the section on the Appellate Division and the Collateral Review Division, this report summarizes caseloads and cases accepted by the Office of the Public Defender. The section on the Involuntary Institutionalization Services Division reports on the mental health division within the Public Defender’s office. The last major section of this report, a look at the Capital Defense Division, discusses the delivery of legal defense services in capital murder cases. A series of organizational charts, a listing of counties by district, and tables of caseloads for counties and districts comprise the bulk of the appendices. Following the appendices is a section on office listings providing contact information for each of the administrative offices discussed throughout this report.
