STANDARDS ON POLICE RECRUITMENT AND SELECTION, CRIME PREVENTION, DIVERSION (ADULTS AND YOUTHS), TRIAL DELAY REDUCTION, AND COURT PERSONNEL TRAINING ARE PRESENTED BY THE OHIO CRIMINAL JUSTICE SUPERVISORY COMMISSION.
Abstract
THE REPORT IS THE FIRST IN A PLANNED SERIES TO BE PUBLISHED IN THE COURSE OF A 3-YEAR STANDARDS DEVELOPMENT EFFORT IN OHIO. THE PURPOSE OF THE STANDARDS IS TO ASSIST LOCAL COMMUNITIES AND STATE AGENCIES IN UPGRADING THEIR CRIMINAL JUSTICE SERVICES AND STAFF. THE 35 STANDARDS PERTAIN TO THE FOLLOWING: (1) LAW ENFORCEMENT PERSONNEL RECRUITMENT AND SELECTION (GENERAL RECRUITING, COLLEGE RECRUITING, MINORITY RECRUITING, EMPLOYMENT OF WOMEN, MINIMUM STANDARDS, THE FORMAL SELECTION PROCESS, ENTRY-LEVEL PHYSICAL AND PSYCHOLOGICAL EXAMINATIONS), (2) POLICE-COMMUNITY CRIME PREVENTION (PROGRAMS, PLANNING, USE OF CIVILIAN PERSONNEL IN POLICE AGENCIES, SPECIAL CRIME TACTICAL FORCES, USE OF RESERVE POLICE OFFICERS), (3) DIVERSION OF ADULTS (POLICIES AND CRITERIA), (4) DIVERSION OF YOUTH (YOUTH SERVICE BUREAU OBJECTIVES, STRUCTURE, TARGET GROUPS, FUNCTIONS, STAFFING, AND FUNDING), (5) TRIAL DELAY REDUCTION (COMPREHENSIVE PRETRIAL PROCESS PLANNING, USE OF SUMMONS AND CITATIONS, PRELIMINARY HEARING PROCEDURES, PRIORITY CASE SCHEDULING, CONTINUANCES, PRETRIAL DISCOVERIES, PRETRIAL MOTIONS AND CONFERENCE, PRETRIAL MOTIONS FOR MISDEMEANOR CASES, JURY SELECTION, TRIAL OF CRIMINAL CASES), AND (6) TRAINING FOR COURT PERSONNEL (JUDICIAL EDUCATION, TRAINING AND EDUCATION FOR PROSECUTORS AND PUBLIC DEFENDERS). INTRODUCTORY COMMENTS INCLUDE COMPARISONS BETWEEN THE OHIO STANDARDS AND THOSE DEVELOPED BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS AND OTHER NATIONAL STANDARDS-SETTING GROUPS. A LIST OF PUBLIC INTEREST AND CRIMINAL JUSTICE GROUPS INVOLVED IN OHIO'S STANDARDS REVIEW PROCESS IS PROVIDED, TOGETHER WITH A CHART DEPICTING THAT PROCESS. (LKM)
