This document is an annual report by the Ohio Department of Rehabilitation and Correction (DRC) for the year 2000.
Abstract
In the year 2000, the Ohio inmate population continued to drop. The most current recidivism study showed a 5 percent reduction (37 to 32 percent) in recidivism compared to releases in 1989. The DRC’s Community Service program had inmates performing over 4 million hours of community service ranging from building school playground equipment to cleaning up after natural disasters. The DRC opened three new prison facilities; two of which are privatized. The North Coast Correctional Treatment Facility (NCCTF) is a 552-bed prison that focuses on intensive treatment of Driving under the Influence (DUI) and substance abuse offenders. The Lake Erie Correctional Institution (LaECI) is a 1,380-bed medium security facility. In addition, the Toledo Correctional Institution is a 1,000-bed close security facility, with an adjacent 180-bed correctional camp. The participating inmates of the Department’s Job Linkage program have received a firm job offer or second interview upon release from prison in 92 percent of the cases. A full 48 percent are employed in the 10 to 12 months following release. DRC’s use of the Federal Bonding System to support the employment of ex-offenders was selected as a model for the Nation. Other programs initiated by the DRC were a “Hooked on Books” campaign in which each prison, parole region, and central office collected books and money and donated the proceeds to schools in their neighborhoods; staff tutoring programs in schools; a Reading Room where inmates can read to their children; and a prison nursery program for inmate mothers and their infants.
