This handbook was developed by the Ohio Jail Administrators and was designed as a quick reference guide for information on a number of jail topics facing jail administrators.
Abstract
This second edition of the Ohio Jail Administrator's Handbook is intended as a quick reference guide for use by jail administrators and their staff to find information and additional references on a number of jail topics facing jail administrators. The handbook is divided into 11 sections covering specific jail topics. The first section covers issues relating to jail management such as mission statements, code of ethics, and leadership. The second section contains 10 jail operation assessment checklists that cover: 1) Policies and procedures, post orders, and documentation; 2) Staffing, recruitment, hiring, retention, and scheduling; 3) Planning, budgeting, and personnel management; 4) Internal and external inspections; 5) Monitoring population data; 6) Jail facilities assessment; 7) Emergency preparedness; 8) Inmate behavior management; 9) Inmate discipline; and 10) Facility security. The third section covers liability and legal issues such as prisoner rights and privileges, while the fourth section deals with security issues. Section 5 covers offender management and control issues, while section 6 covers prisoner issues. Section 7 discusses staff issues such as training and employee discipline problems, while section 8 covers physical facility issues such as jail capacities and sanitation. The final three sections deal with information on Ohio agencies of interest to jail administrators such as the Jail Advisory Board and the Adult Parole Authority, Federal agencies of interest such as the Office of Justice Programs and the Bureau of Justice Assistance, and agencies dealing with jail accreditation such as the National Commission on Correctional Health Care and the American Correctional Association.
