PROJECT DESIGNED TO IDENTIFY AND DESCRIBE EXISTING STATE DETENTION FACILITIES, PRACTICES, AND PROGRAMS, TO IDENTIFY STATUTES AND STANDARDS RELEVANT TO DETENTION, AND TO RECOMMEND IMPROVEMENTS OF OHIO DETENTION CENTERS.
Abstract
COUNTIES WERE GROUPED AND SURVEYED ACCORDING TO THEIR USE IN INDEPENDENT DETENTION HOMES, REGIONAL DETENTION CENTERS, AND JAILS AS THE PRIMARY PLACE OF DETNTION FOR JUVENILES. EIGHTY ON-SITE VISITS AND PERSONAL INTERVIEWS WERE ALSO CONDUCTED WITH DETENTION HOME SUPERINTENDENTS CHIEF INTAKE OFFICERS, AND JAIL ADMINISTRATORS. SURVEY FINDINGS ARE PRESENTED ON THE CHARACTERISTICS OF THE DETAILED POPULATION AND THE FACILITIES USED, ASPECTS OF DETENTION PROGRAMMING AND SERVICES, STAFFING, REASONS FOR DETENTION, AND DETENTION DECISION-MAKERS. EACH OF THESE DATA ITEMS ARE REPORTED TOGETHER WITH THE OHIO STATUTES AND STANDARDS PERTINENT TO IT. RECOMMENDATIONS INCLUDED PROSCRIBING THE USE OF JAILS AS PLACES OF JUVENILE DETENTION, ESTABLISHING TRAINING AND CERTIFICATION PROGRAMS FOR INTAKE DECISION-MAKERS, CHILD CARE STAFF, AND DETENTION HOME SUPERINTENDENTS, AND REQUIRING ALTERNATIVE PLACEMENT/SERVICE RESOURCES FOR APPROPRIATE YOUTH TO PRECLUDE THEIR INAPPROPIRATE DETENTION. SPECIFIC ALTERNATIVE MEANS OF ACHIEVING RECOMMENDATIONS ARE ALSO ADDRESSED. THE APPENDIX CONTAINS ADDITIONAL REFERENCE MATERIAL, A DIRECTORY OF JUVENILE DETENTION FACILITIES, AND A BIBLIOGRAPHY.
