INFORMATION AND STATISTICS ARE PROVIDED ON THE ORGANIZATION, ADMINISTRATION, PROGRAMS, INSTITUTIONS, AND BUDGET OF THE OHIO YOUTH COMMISSION FOR 1975-1976.
Abstract
AS BROADLY DEFINED BY THE OHIO REVISED CODE, THE GOAL OF THE OHIO YOUTH COMMISSION IS TO PROVIDE AND SUPPORT A SERIES OF STATEWIDE SERVICES FOR YOUTH WHO ARE IN CONTACT WITH THE JUVENILE JUSTICE SYSTEM. THE SERVICES INCLUDE PROVIDING CUSTODY AND REHABILITATIVE SERVICES AND ASSISTING LOCALIZED DIVERSION AND/OR PREVENTION EFFORTS. BY LAW, THE COMMISSION IS HEADED BY A DIRECTOR, WITH TWO DEPUTY DIRECTORS. OPERATIONS ARE SUPERVISED BY 3 DIVISIONS: A CENTRALIZED DIVISION OF ADMINISTRATION; A DIVISION OF CORRECTIONAL SERVICES, WHICH OPERATES 11 INSTITUTIONS; AND A DIVISION OF COMMUNITY SERVICES, WHICH OPERATES 7 REGIONAL OFFICES. A YOUTH SERVICES ADVISORY BOARD MAKES RECOMMENDATIONS ON POLICY TO ALL OF OHIO'S JUVENILE JUSTICE SYSTEM COMPONENTS INCLUDING THE YOUTH COMMISSION. THE OPERATIONS OF THE OFFICE OF THE DIRECTOR AND THE OFFICES UNDER THE DIRECTOR--LABOR RELATIONS, LEGAL AFFAIRS, COMMUNICATION, AND EQUAL EMPLOYMENT OPPORTUNITY--ARE BRIEFLY DESCRIBED. THE DIVISION OF ADMINISTRATIVE SERVICES PROVIDES SERVICES WHICH SUPPORT AND IMPROVE THE ACTIVITIES OF THE COMMUNITY AND CORRECTIONAL SERVICES DIVISIONS SO THAT THEY CAN COMPLY WITH THE MANDATES OF THE LAW. ACCOMPLISHMENTS OF THE CORRECTIONAL SERVICES DIVISION OVER THE LAST 2 YEARS ARE INDICATED, ALONG WITH DESCRIPTIONS OF BASIC SERVICES, AND THE PROGRAMS AND OPERATIONS OF EACH INSTITUTION, SCHOOL, AND FACILITY ARE DESCRIBED. THE PROGRAMS OF THE COMMUNITY SERVICES DIVISION ARE EXPLAINED UNDER ITS BUREAUS OF REGIONAL ADMINISTRATION AND AFTERCARE AND COMMUNITY DEVELOPMENT AND PREVENTION. PROGRAM COSTS AND SUBSIDIES ARE TABULATED, AND STATISTICS ON PERSONS CONTACTING THE JUVENILE JUSTICE SYSTEM ARE PROVIDED. SOME RETROSPECTIVE STATISTICS GO BACK AS FAR AS 1971. (RCB)
