This bulletin presents an overview of Ohio's Child and Family Services Review (CFSR), which requires States implement a collaborative process to measure its conformity with explicit Federal requirements for child protective, foster care, adoption, family preservation and family support, and independent living services.
Abstract
In 1994, amendments to the Social Security Act authorized the U.S. Department of Health and Human Services, Children's Bureau to establish a review process for State child welfare agencies. The review was intended to monitor and gauge States' compliance with State plan requirements for Title IV-B and Title IV-E of the Social Security Act. In 2001, the Child Family Services Review (CFSR) was created. The CRSR requires States implement a collaborative process to measure its conformity with explicit Federal requirements for child protective, foster care, adoption, family preservation and family support, and independent living services. In its first CRSR, Ohio was found not to be in full compliance with the standards and outcomes required. This bulletin presents a national overview of the CFSR process, identifying the changes that have been made to the process as a result of State comment; briefly summarizes Ohio's previous review and subsequent Program Improvement Plan (PIP); examines the schedule of events leading up to Ohio's 2008 CFSR; and discusses Ohio's current preparation efforts.
