Data from the Ohio Incident Based Reporting System (OIBRS) are used to report features of heroin arrests and arrestees for Ohio from 2010 through 2011.
Abstract
Two offenses were analyzed: possession of heroin and trafficking in drugs that contain heroin. Data reported are from 1,045 incidents of heroin trafficking and/or possession that occurred during the 2-year period from January 1, 2010, through December 31, 2011. A total of 1,282 individuals were involved in these incidents. Regarding arrestee demographics, their ages peaked in the twenties and declined thereafter. In 2010, 67 percent of arrestees were under age 30; and in 2011, 60 percent of arrestees were under age 30. Eighty-two percent of arrestees across all age groups were White, and 18 percent were Black Nearly 75 percent of arrestees for heroin possession and 80 percent of arrestees for heroin trafficking were males; 91 percent of females were arrested for a heroin offense were charged with possession, and 9 percent were arrested for trafficking. For males, 86 percent of arrests on heroin charges involved possession and 14 percent were for trafficking. Forty-four percent of heroin-related arrests occurred in large Ohio counties, and 33 percent occurred in medium-sized counties (100,000-500,000 population). Four percent of heroin-related arrests occurred in smaller counties (under 100,000 population). Four percent occurred in 32 counties designated "rural Appalachian," and 15 percent occurred in "rural non-Appalachian" counties. 4 tables and 1 figure
