This document presents the 2003-2004 annual report of the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
The major activities and accomplishments of the OJJDP during fiscal years 2003 and 2004 are highlighted. OJJDP strives to support programs that show promise in combating juvenile delinquency, reducing victimization among children, and improving the juvenile justice system. Chapter 1 provides an overview of the major accomplishments during fiscal years 2003 and 2004, including training on recent legislative changes, a major new initiative focused on female juvenile delinquency, and Tribal youth initiatives. Chapter 2 overviews the OJJDP response to child victimization; program funds have gone toward National AMBER Alert coordination, Court Appointed Special Advocate Programs to ensure that abused and neglected children receive effective representation, and the establishment of the Internet Crimes Against Children (ICAC) Task Force program. Chapter 3 reviews OJJDP-supported programs designed to prevent and intervene in juvenile criminal activities, while chapter 4 discusses initiatives that improve juvenile detention, public safety, and law enforcement efforts. Chapter 5 discusses the OJJDP work toward reducing youth gang activity and chapter 6 focuses on the funding sources and activities designed to strengthen and improve the juvenile justice system. OJJDP has supported tribal efforts to prevent delinquency and improve the juvenile justice systems for American Indian and Alaska Native youth; these programs and initiatives are discussed in chapter 7, followed by a discussion of the information collected by the OJJDP on juveniles in custody in chapter 8. Finally, chapter 9 describes recent efforts of the OJJDP to get its information out to the field in a timely manner, which includes the move toward electronic publications and the continued publication of its popular bimonthly newsletter, OJJDP News @ a Glance.
