This major revision of the existing Monitoring Manual of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) is designed to assist States and territories to monitor compliance with the Juvenile Justice and Delinquency Prevention Act (JJDP).
Abstract
The manual is intended to serve as an orientation guide for new State juvenile justice specialists and OJJDP State representatives and as a reference document for experienced persons serving in these capacities. Chapter 1 contains OJJDP policy statements on the three major mandates of the JJDP Act: deinstitutionalization, separation of juveniles from adults in correctional facilities, and removal of juveniles from jails. The policy statements replace the question-and-answer format of the original manual. Each policy is numbered to reflect the subsection of the JJDP Act it addresses. Relevant legal opinions, letters, and memoranda pertaining to the three major mandates of the JJDP Act are provided in chapter 2. Chapter 3 contains relevant court cases. Appended copy of the JJDP Act, regulations published in the "Federal Register," monitoring guidelines, the monitoring report form, and a summary of State compliance.
