This Financial Guide, from the Office of Justice Programs, Office of the Chief Financial Officer, is the primary reference manual to assist grant recipients in fulfilling their fiduciary responsibilities.
Abstract
The U.S. Department of Justice's Office of Justice Programs (OJP) provides leadership at the Federal level in developing the Nation's capacity to prevent and control crime, administer justice, and assist crime victims. As part of OJP, the Office of the Chief Financial Officer (OCFO) provides policy guidance, control, support services to OJP's program offices and bureaus in the areas of grants, accounting, and financial management, and provides technical assistance and training to and financial monitoring of OJP grantees. This Financial Guide from OJP is the primary reference manual in providing assistance to grant recipients to fulfill their fiduciary responsibility to safeguard grant funds and ensure the funds are used for the purposes for which they were intended. The guide is divided into four main parts with individual chapters in each part. Part I - General Information, has three chapters that include information on Users, Resources, and Conflicts of Interest. Part II - Preaward Requirements, has three chapters that cover the Application Process, Conditions of Award and Acceptance, and Standards for Financial Management Systems. Part III - Postaward Requirements, has 20 chapters that cover: Period of Availability of Funds; Matching or Cost Sharing; Program Income, Adjustments to Awards; Property and Equipment; Allowable Costs; Confidential Funds; Aubawards of Discretionary Project-Supported Efforts; Procurement Under Awards of Federal Assistance. Also, Reporting Requirements; Retention and Access Requirements for Records; Sanctions; Termination for Convenience; Costs Requiring Prior Approval; Unallowable Costs; Indirect Costs; Closeout; Audit Requirements; and the American Recovery and Reinvestment Act of 2009. Part IV - Organization Structure, provides organization charts for the U.S. Department of Justice, the Office of Justice Programs, and the Office of the Chief Financial Officer. 2 appendixes and glossary of terms
