THE PURPOSE OF THIS PLAN IS TO PROVIDE RECOMMENDATIONS FOR MEETING THE IMMEDIATE AND LONG RANGE NEEDS FOR CORRECTIONAL PROGRAMMING AND MANPOWER IN THE STATE.
Abstract
THE REPORT IS DIVIDED INTO FOUR CHAPTERS: THE FIRST DESCRIBES THE DIVISION OF COMMUNITY SERVICES AND FOCUSES UPON THE ROLE OF THE LOCAL CORRECTIONS; THE SECOND DISCUSSES THE ORGANIZATION AND RESPONSIBILITIES OF THE DIVISION OF INSTITUTIONS AND THE REDUCTION IN THE USE OF INCARCERATION IN OKLAHOMA; THE THIRD CONCERNS THE DIVISION OF TECHNICAL SERVICES; AND THE LAST FOCUSES ON 'SPECIAL ISSUES' SUCH AS THE FUTURE OF THE PENAL FARMS, THE SPECIAL NEEDS OF WOMEN OFFENDERS, THE ROLE OF THE BOARD OF PARDONS AND PAROLE, THE LEGISLATIVE AND JUDICIAL ACTIONS NECESSARY TO IMPLEMENT THE PROPOSED SYSTEM, AND THE PROPOSED ASSESSMENT AND RECEPTION CENTER. THE MAJOR RECOMMENDATIONS OF THE MASTER PLAN CALL FOR SOME SIGNIFICANT CHANGES IN OKLAHOMA'S CORRECTIONAL SERVICE DELIVERY SYSTEM. THESE CHANGES FALL INTO FOUR GENERAL CATEGORIES: 1) CHANGES IN THE REGIONAL BOUNDARIES DELINEATING CORRECTIONS SERVICE AREAS; 2) CHANGES IN DISPOSITION AND SENTENCING PATTERNS AFFECTING RATES OF COMMITMENT AND INCARCERATION; 3) CHANGES IN THE ORGANIZATION AND RANGE OF CORRECTIONAL PROGRAMS AND SERVICES OFFERED BOTH IN THE COMMUNITY AND IN OKLAHOMA'S INSTITUTIONS; AND 4) CHANGES IN THE ADMINISTRATIVE STRUCTURE OF THE DEPARTMENT OF CORRECTIONS.
