BASED ON COMMUNITY-BASED PREVENTION AND DIVERSION CONCEPTS AND STRATEGIES, THIS REPORT PRESENTS UNIFORM STANDARDS, POLICIES, PRACTICES, AND PROCEDURES FOR JUVENILE INTAKE, PROBATION, AND PAROLE.
Abstract
AS PART OF THE IMPLEMENTATION OF SENATE JOINT RESOLUTION NO. 13, THIS MANUAL IS DESIGNED TO STRUCTURE THE JUVENILE OPERATIONS OF THE DIVISION OF COURT RELATED AND COMMUNITY SERVICES, EMPHASIS IS PLACED ON PREVENTION STRATEGIES THAT PROVIDE SOCIALLY ACCEPTABLE AND MEANINGFUL ROLES FOR YOUTH, DIVERT YOUTH FROM THE JUVENILE JUSTICE SYSTEM INTO ALTERNATIVE PROGRAMS, AND REDUCE NEGATIVE LABELING AND YOUTH-ADULT ALIENATION. GOALS AND FUNCTIONS OF COMMUNITY-BASED YOUTH SERVICES ARE ALSO DISCUSSED. WITH REFERENCE TO INTAKE, INITIAL PROCEDURES, DUE PROCESS REQUIREMENTS, AND DETERMINATION OF JURISIDICTION ARE DESCRIBED, AND GUIDELINES AND PROCEDURES FOR IMPLEMENTING REFERRAL POLICY ARE DETAILED. PROBATION GUIDELINES DEAL WITH INTAKE, PROCEDURE FOR COURT ADJUDICATION, CASEWORK SUPERVISION, PROBATION REVIEW AND REVOCATION, CERTIFICATION, DISMISSAL, TRANSFER OF JURISDICTION, AND COMMUNITY AND RESOURCE DEVELOPMENT. PAROLE GUIDELINES INCLUDE PROCEDURES FOR CASEWORK SUPERVISION, MOVEMENT OF CHILDREN, THE REVOCATION PROCESS, AND RELEASE. COPIES OF DOCUMENTS BEARING ON THE CREATION OF THE MANUAL CONSTITUTE THE INDEX, AND A GLOSSARY OF TERMS IS PRESENTED. FLOW CHARTS ARE ALSO PROVIDED. APPENDIXES CONTAIN INTAKE GUIDELINES FOR SPECIFIC OFFENSES AND REQUIREMENTS FOR A RECORDS MAINTENANCE SYSTEM AND CASE RECORDING FOR THE PROBATION/PAROLE DIVISION, TOGETHER WITH COPIES OF THE FORMS TO BE USED.
